 Character Summary
The Clairvoyant is possibly the codename of someone deep within the organization funding Project Centipede, and is first referenced in a conversation between Raina and Edison Po, who were spearheading the project. It can be assumed that he is also the overseer of the eye implant project first seen in Akela Amador, former S.H.I.E.L.D. agent, as the Centipede soldiers were later given the same implant as well.
While S.H.I.E.L.D. denies such clairvoyant power exists because they have no Registered Gifted with similar powers on their Index, The Clairvoyant appears to be able to tap into some well of knowledge on many things, whether personal or bureaucratic, including the specific knowledge that Agent Phil Coulson of S.H.I.E.L.D. died before the Battle of New York in The Avengers ("you went cold; your heart was torn to pieces") and was subsequently brought back to life, though he cannot see how Coulson was brought back to life. As S.H.I.E.L.D. Agents have to be level 7 to even know Agent Coulson is not actually dead, it is very suspicious that The Clairvoyant has access to such restricted information, to say nothing of Coulson's own secrets - about the memory of his "recovery" in Tahiti haunting him, or about his relationship with his cellist girlfriend in Portland.
 Eye Implant
The Clairvoyant's operations have been active since 2006 at least. At that time, he actively purchased kidnapped federal agents who worked for espionage agencies including MI6 and S.H.I.E.L.D. (presumably due to their high level training), and used them to test out a prototype eye implant, which has the ability to give orders wirelessly, has an active camera, a backscatter x-ray function, a miniaturized power source, and a kill-switch to force obedience on the agents. These agents are given orders via a shadowy hirearchy, with unknown layers of handlers whom are also prisoners of the eye implant. He then used this web of agents to break into secured facilities to steal very advanced technology or formulas, possibly for his other operations and experiments.
 Project Centipede
The Clairvoyant initiated Project Centipede around mid 2013, some time after the Battle of New York has ended. He has only one contact in the project at any given time. In this capacity, he used to communicate with Edison Po, even back when Edison was in the Havenworth Federal Penitentiary. No one else is allowed any information on The Clairvoyant himself except his current designated contact; Edison has had to kill at least one person for trying to learn more about The Clairvoyant (this murder was what led to Edison's arrest and incarceration before the series began). The Clairvoyant is also shown to care little for any of his employees, casually killing Edison and putting Raina fully in charge of Project Centipede when Edison failed to get the answers for Stage 3 of the Project from torturing Phil Coulson.
It can be assumed that The Clairvoyant either recruited or threatened the head of Quinn Worldwide, billionaire Ian Quinn, to finance his operations, either wholly or in part. Quinn, while uncomfortable with some of the orders he received, nevertheless obeys The Clairvoyant (he has not been shown to have an eye implant to date). The Clairvoyant now also has control of Mike Peterson, an early test subject of Project Centipede now implanted with the eye implant as well as a cybernatic leg from Project Deathlok, and uses him as an enforcer of sorts, due to all other Centipede test subjects being successfully incapacitated by Agent Coulson's rescue team from S.H.I.E.L.D..
